The Second Report of the Commissioners appointed to inquire into the best means of preventing the Pollution of Rivers was published in 1867.  The section relating the the River Lee was included in a volume which fortunately has been digitised by Google.  This is available by copying

and pasting it into your browser.  When the page comes up, simply click on the front cover and you are there with all the 5688 questions and answers for your perusal.  It is a fascinating (if extensive) document!

I have made it somewhat shorter by limiting the evidence to that more closely related to the Lee and Stort Navigations.  I have picked out the interviews which highlight the way the rivers were managed in those pre-Conservancy days.  Indeed it appears that the Commissioners' report was instrumental in proposing the formation of the Lee Conservancy Board in 1868.
